Essence of institutional care and features of institutional culture are revealed (social, emotional and geographical isolation of children, depersonalization of pupils, social distancing, that is, destruction of relationships between child and family, local community, rigidity of a regime and rules in force, regulation of spatial activity, etc.). Problems of social and psychological development of children in institutional care facilities are determined (feeling of lack of love, caress, attention, memory impairment and cognitive activity, feeling of uncertainty, anxiety, tension, lack of freedom of choice, etc.). Normative and legal basis for deinstitutionalisation is analyzed (UN Convention on the Rights of the Child, UN Key Principles on Alternative Care for Children, the European Convention on Human Rights, etc.). Essence of deinstitutionalisation as an integrated process of transition from the institutional care system to a system that provides children upbringing in a family or in conditions as close to family as possible is revealed. A focus was made on the main tasks of deinstitutionalisation (restrictions on care use on the basis of institutions and residential institutions with the simultaneous expansion of family forms of care and appropriate services at the place of residence; preventing the separation between children and their parents by providing adequate support for children, families and communities; preparation for leaving care system with provision of their social inclusion and a smooth transition to independent living). The main participants of the process of reforming the institutional care and upbringing of children in Ukraine are named (state, local self-government bodies, civil society institutions, representatives of business and international donors of Ukraine, society as a whole). Three stages of deinstitutionalisation are described and summarized in accordance with the National Strategy for the Reform of the Institutional Care and Keeping of Children 2017-2026: Stage I between 2017 and 2018 – preparatory; Stage II between 2019 and 2024 – implementation of the reform; Stage III between 2025 and 2026 years – final).
