Анотація
The idea of the rule of law belongs to the highest values of European civilization, ensuring the democratic development of Western civilization. The formation of this idea was provided by many components, among which an important place is occupied by the "struggle for investiture", that is, a series of sharp discussions between the papacy and the state authorities over the right to appoint bishops. The result of this struggle was the complete victory of the Church and the establishment of the law as the highest authority, the executors of the provisions of which are both church and state authorities.
