Abstract
The purpose of the course is to develop a system of theoretical knowledge and practical skills for students to build information systems in public administration and the role of libraries in facilitating and supporting e-government information processes. Objectives of the discipline: • to reveal the essence of information systems, in particular the e-Government information system; • to consider ways of formation of technological environment of information systems; • to consider the current state of the problem of computer and information literacy of staff and the society at large; • outline the basics for implementing the eGovernment information system; consider the content and purpose of e-government services, government portals, etc.; • to reveal the directions and mechanisms of implementation of information security and e-government information systems; • review e-governance in the system of central and local authorities and analyze the Communication Strategy of the Verkhovna Rada of Ukraine for 2017-2021; • review and determine the role and place of libraries in the e-governance information process; • read the legislative documentation on ensuring public access to official information; • consider the designation, organization and functioning of a network of public access points for official information in libraries of Ukraine; • define a methodology and consider how to educate users on using electronic library resources.
