Transformation of national economy has been reflected in all elements of transitional labour market (TLM), causing changes in content and character of labour, forms and types of employment, labour supply and demand. Lengthening the critical transitions of labour force from one status in employment to another one as well as risk increase in social exclusion at labour market have updated the need for studying structural shifts of TLM and searching for innovative regulatory framework aimed at providing more flexible employment. The objective of study is development of scientific and theoretical frameworks, methodological and practical recommendations concerning the regulation of structural shifts of TLM. This study presents vision of TLM model which directed at overcoming the barriers of labour force mobility, rapid adaptation of population to critical transitions in employment and ability to confront social exclusion by reactivating social dialogue, organization and provision of institutional support to accelerate the transition process. TLM is treated as institutional framework which supports inevitability of critical transitions within working life and change of employment status or its combination in other spheres of economic activity, takes into account the capacity of labour force that can be implemented in individual life trajectories, requires integration of existing regulatory methods of social and labour relations and innovative ones, where the latter are directed at employment flexibility and minimization of social exclusion risks. The core and stages of critical transitions from one state of economic activity to another one has been made more precise; factors affecting them have been studied. Social risks connected with critical transitions are systematized. A number of key concepts like ‘structural shift’, ‘structural transformation’, ‘structural reorganizations’, ‘structural crisis’ are improved on the basis of systematization the new methodological approaches to the study of structural shifts of TLM. It promotes distinction of stages and levels of structural elements transformation within given economic system. The objective and subjective factors determining structural shifts of TLM and system of statistical indicators which are most appropriate for evaluation the intensity of such changes are classified. The essence of employee’s educational and qualification match to job is defined in the study as the presence of required educational and qualification level, professional training and skills for proper performance of functional duties defined by the job description. The typology of educational and qualification match by education, qualification, mastery, skills life cycle and changes in job requirements has been made. Scientific knowledge on main approaches to estimating overeducation (undereducation) as well as the ways of its determination has been increased. That enables to analyse imbalance of supply and demand at TLM much broader. The matrix of balanced TLM by specific skills has been prepared. The subjective link between overeducation (undereducation) and labour efficiency has been established. The list of the most highly demanded skills of labour force by 2030 has been made; ways of bringing labour force’s qualifications match to demands of TLM as well as priority areas of cooperation between employers and vocational and higher educational establishments have been determined. The scientific basis is provided for feasibility of mechanism for interaction between TLM and education market which is specified by the set of interrelated socio-economic relations between subjects of both markets. The interaction is directly linked to the need to improve the national system of qualifications and aimed at optimization of professional qualification structure of training in accordance with the requirements of economy. The ways to enhance social dialogue concerning matching supply and demand for labour force have been identified; the mechanism for social dialogue on the system of skills forecasting harmonization has been developed. The technology of the unemployed profiling has been developed. It includes proceeding of the unemployed problematic categories identification that are of high risk of long-term unemployment at early stage, their involvement in social programs considering individual peculiarities of the unemployed and concentrating efforts on their competitiveness growth as well as promoting them to return to TLM. The priority tasks of State Employment Service of Ukraine as for realization profiling technology of the unemployed have been determined.
