Abstract
The article reveals the approaches to the parameters of measuring the quality of preschool education in Ukraine and EU countries. The basic concepts of the research are defined, namely "quality", "quality of education", "quality of preschool education", "monitoring", "psychological and pedagogical monitoring". Regulatory documents covering the issue of quality of preschool education and its monitoring are analyzed. Scientific researches in which questions of quality of preschool education and its measurement are covered are considered. Quality and affordable preschool education is one of the main priorities of the Ministry of Education and Science of Ukraine. The features of the quality of preschool education of the Ministry of Education and Science of Ukraine include: accessibility, motivated and competent pedagogical worker, safe and developmental educational environment, content of preschool education, management system, sustainable system of monitoring the quality of preschool education. The role of methodical support in improving the quality of preschool education is clarified. The issue of the quality of preschool education in the EU countries is revealed. The parameters of measuring the quality of education, identified by the European Commission in the framework of the international project "International quality criteria for preschool education programs" (2019) - the quality of the structure, the quality of the process, the quality of results. The parameters of measuring the quality of preschool education, proposed by experts from EU member states and stakeholder organizations - access, workforce, curriculum, evaluation and monitoring, management and funding. It was found that influential world organizations determine the quality of education as an indicator of human development, which confirms the urgency of the quality of preschool education for both Ukraine and European countries. Only high-quality preschool education will be able to satisfy modern demands of parents and society, only that preschool institution will be competitive, whose teachers will study and implement the best examples of domestic and foreign experience, which will be able to provide a high level of educational process based on humanities. concepts of education, which provide a high level of general and psychological culture of the educational process and high quality methodological support, which is manifested in the system of relations between educators and children, members of the teaching staff, educators and parents of pupils.
