Abstract
The reform of the New Ukrainian School, which started in 2018, requires an analysis of the effectiveness of its implementation. In order to be able to monitor changes in educational achievements due to the implementation of the State Standard of Primary Education1, a nationwide monitoring study of the quality of primary education "The state of formation of reading and mathematical competencies of primary school graduates" was launched. At the same time, it is important to monitor changes in the level of mastery through soft skills, to thoroughly explore the level of perception of NUS reform and the changes initiated by the main stakeholders: heads of general secondary education institutions, teachers and parents and students. At the initiative of the Ministry of Education and Science of Ukraine, the NGO "Center for Support of Educational Reforms" in cooperation with the Support Team MES reforms with the financial support of Switzerland through the Swiss Agency for Development and Cooperation and the International Renaissance Foundation conducted a comprehensive study of the effectiveness of NUS implementation. The basic regulatory document that defined The purpose, content and procedures of the Monitoring were the order of the Ministry of Education and Science of Ukraine №1274 of October 8, 2019 "On approval of the program of monitoring the implementation of the reform" New Ukrainian School "in secondary schools." Thus, the aim of the study was to evaluate the effectiveness implementation of the reform "New Ukrainian School" in terms of the formation of cross-cutting skills in primary school students, as well as in terms of its perception by participants in the educational process.
