Abstract

In the dissertation is theoretical and methodological principles on the subject of the formation of political and legal ambushes of the public administration in the industry of water economics and development of recommendations concerning their reduction to practice in Ukraine. The problem of the definition of the public-administrative activities in the industry of water economics was researched. It was made the correlation between the next administrative categories: «the water economics’ management», «the public administration in the industry of water economics», «the public management in the industry of water economics». It was proved that the definition «the public administration in the industry of water economics» is the most suitable to the essence of managerial activities which the public institutions in the industry of water economics do. As a result of the analysis of functioning of the native water economics in the context of the nationwide European integration policy the content of the native water economics was formulated. The object-subject component of the public administration in the industry of water economics was established and described. The methods of the public administration in the industry of water economics were generalized and described. The classification of functions and principles of the public administration in the industry of water economics was improved. The historical research of the formation of political and legal ambushes of the public administration in the industry of water economics of Ukraine was done, in the context of which three periods were defined: pre-Soviet (before 1917), Soviet (1917–1991), modern (1991 – nowadays), when the evolution of this process continued. It was ascertained that in Ukraine modern state water policy and public institutions in industry of the water economics are historical rooted. The constituents of the political and legal structure of the public administration in the industry of water economics were determined and described. The reasons of the inefficient activity of the bodies of the public administration in the water economics were established. The implementation of the integration management of the water resources according to the basin principle was proposed as a dominant effort of the to overcome this. The theoretical ambushes of the integration management of the water resources was specified. The gaps in the activities of the public institutions in the field of drinking water and drinking water supply were identified. The proposals were formulated and reasoned for the improvement of the legal ambushes of the public administration in the field of drinking water and drinking water supply. The algorithm of actions of the bodies of the public administration was worked out on the subject of informing the public about the quality of drinking water. The important role of the coastal protective lines was substantiated in the context of implementation of the task of providing the population and the industries of the economy the water resources in the required amount and the regulatory quality by the bodies of the public administration. In the same time there are lots of the offense of regime of the coastal protective lines which were caused by the legal gaps and by the conflict of laws. It was proposed to improve the political and legal ambushes basis of the utilization and the support of the coastal protective lines through legislative fixing changes and additions which were accumulated in the process of realization of the dissertation research.
