Анотація

A special existence period of one of the best forms of decentralized public power organization in Ukraine, in particular, was the Cossack era. The functioning and development of local self-government on the Zaporozhian Army lands became one of the fundamental foundations in the formation of Ukrainian statehood, and the study of the origin and implementation of local self-government in that period is important not only from the standpoint of historical heritage, but also, in the modern reform of local government in Ukraine. The article points out that the Cossack community included those who disobeyed and did not obey to others. The defining basis for the implementation of self-government was based on respect and the ability to freely express views by all Cossacks. Therefore, if we talk about the self-government of the Cossack community, the question of delegating their rights to "state power" or anyone else did not rise at all and it caused outrage. At the same time, the article states that the customs and procedure for electing a political leader of the Zaporozhian Sich, who concentrated in his hands the highest administrative, military and spiritual power - gave the Cossack community an understanding that his power did not threaten democracy. Such a position was elective, with a specific term, as well as a warning from society to obey the will of the army. This article also analyzes the activities of local governments. Thus, Koshevoy Ataman was the main member of the military commanders, which also included - a military judge, military clerk, military esaul, military convoy and Кurenii atamans, who were elected by the Cossack Council. It is also determined that the study of the origin and legal status existence of local governments of the Cossack era has a significant impact not only on the consciousness and expansion of knowledge about the state, but also aims to protect against mistakes in various reforms, including in the sphere of municipal power in Ukraine. Accordingly, having studied the order of origin, the foundations of the Cossacks, the status of government bodies and spheres of influence, we conclude that the conscious will of the people, lack of pressure and the desire for national democracy - created exactly the system of government bodies that operated in the Cossack era.
