Abstract
In recent decades, a telephone counseling has become widespread in all spheres of life. The modern society increasingly needs consultations on psychological, social and legal issues. This was especially true during the COVID epidemic, when communication between people and personal consultations are very limited. This article provides guidelines for setting up and managing a telephone office to counsel people who call with social problems, but it can be used to organize all types of telephone counseling. These recommendations are based on the analysis of the hotlines of the non-governmental organization "La Strada" - Ukraine
