Abstract
The paper proposes approaches to building an IT management model that helps enterprises meet business challenges in the area of sustainable environmental management, considers the needs of all enterprise units involved in decision-making on environmental issues, and may be applied using modern service-oriented information technology. To increase the efficiency of IT implementation, it is proposed to use a methodology that assists enterprises in achieving the appropriate levels of efficiency from the performance of IT by maintaining a balance between the realization of benefits and optimization of risk and resource use. The methodology enables IT to be governed and managed, taking in the whole end-to-end business and IT functional areas of responsibility and considering the IT-related needs of internal and external stakeholders. The goals in the area of sustainable environmental management shall be defined, clarified, and specified using the balanced scorecard dimensions (financial, customer, internal control, and learning and growth) along with the effective implementation of IT, which is related to the priorities in the accomplishment of sustainable environmental management goals. In this case, the decision-making problems include multiple criteria. Therefore, particular attention should be given to identifying the reasons for such multi-criteria patterns and finding ways to use appropriate mathematical methods for the goals cascade. The following explanation for the multi-criteria pattern of decision-making problems in sustainable environmental management is associated with the influence of the time-space factor. Specifically, the article proposes to implement decision-making principles using algorithms or procedures addressing multi-criteria optimization problems. Almost all known approaches to solving these problems involve their scalarization, where consideration of the benefits is one of the main issues to be addressed to select the best solution. According to this principle, the methods for solving multi-criteria optimization problems are classified according to the characteristics of the information: decision-making under certainty; decision-making when information about the benefits system is unavailable; decision-making with the gradual acquisition of information about the benefits system.
