Abstract

Before Russia invaded, the Ukrainian government had effectively downgraded the criteria for awarding PhD degrees. Ukraine had previously evaluated research on the basis of conventional factors, including publication in high-impact international journals. Whatever the limitations of such bibliometric indicators, they provided PhD students with the opportunity to have their research assessed by the international scientific community.
