Abstract

The article reveals the characteristic features of social entrepreneurship and the policy of its support in the conditions of martial law. The content of social and traditional entrepreneurship in terms of their concepts is revealed; the institutional aspect of the formation of social entrepreneurship through the prism of social innovations abroad is presented. It is noted that social entrepreneurship in Ukraine is at the nascent stage and is a “young” type of activity, but promising with dynamic socio-economic development in the conditions of Ukraine’s European integration. The emergence and popularization of social entrepreneurship in Ukraine is due to the reaction of society to the existing crisis phenomena in the socio-economic and political spheres, existing globalization challenges and increased convergence. The authors revealed the meaning of the economic categories “social entrepreneur”, “social enterprise” and “social entrepreneurship”. Existing models of social entrepreneurship organization were analyzed and studied, namely: social business enterprise, non-commercial and hybrid non-commercial organization. The authors presented a detailed analysis of the most famous funds and organizations supporting social entrepreneurship in the world, indicating the characteristic features of their activities, features of financial support and features of their social orientation. In the article, the authors draw attention to the fact that in the conditions of martial law, the government has limited opportunities against the background of a huge number of social problems (mass unemployment, low level of material security, constant increase in the share of vulnerable population groups), which require urgent solutions. And it is precisely this fact that sets the government officials the task of further accelerating the promotion and encouragement of social entrepreneurship. It is noted that social entrepreneurship is an enterprise that is created with the aim of solving a certain social problem or problems through entrepreneurial activity. The opinion is expressed that in the existing conditions of martial law, it is social enterprises that support the economy, cover the social needs of the territorial community in which they operate, pay taxes in a timely manner and in full. Social enterprises provide work for Ukrainians by creating new jobs. Working effectively locally, such business entities create conditions for people with disabilities, low-income people and vulnerable groups of the country’s population.
