Abstract

The article analyzes the foreign experience of financing institutions of general secondary education and the prospects of its application in Ukraine. It has been established that three main models of financing general secondary education institutions are used in developed countries: the "free market" model, the "social market" model, and the anti-market model. Analyzed models of general secondary education financing systems in European countries. It was concluded that in most European countries, the "public market" financing model of the general secondary education system is supported. It has been established that in most European countries, the financing of primary education and general secondary education by those seeking education is provided at the expense of budget funds. It has been established that in most European countries, citizens of the country can receive a full general secondary education for free, and foreigners - at the expense of private individuals. It is substantiated that the regulatory and legal framework of Ukraine regulates the availability and free of charge for consumers of educational services to obtain a full general secondary education. According to the results of the analysis of the dynamics of the expenditure structure of the general fund of the budget of the city of Kyiv under the direction of "Education" for the period 2018-2022, it was established that the majority of general secondary education institutions are communally owned and financed from local budgets. It has been proven that the sphere of educational services of Ukraine is expanding due to the increase in the number of private institutions of general secondary education, especially at the third level of obtaining full secondary education, namely gymnasiums and lyceums. It is substantiated that it is expedient to use the experience of European countries in the sphere of diversification of sources of financing of general secondary education institutions, especially interesting is the experience of implementing fundraising projects, which is especially relevant in wartime and in the period of post-war economic recovery of Ukraine.
