Abstract

The article scientifically substantiates that the digital transformation of higher education causes risks and prob- lems that require urgent solutions. It is proven that educational processes, as a component of digital technolo- gies, are becoming a new, specific branch for the promotion and development of the economy, where achieving high results in the development of knowledge transfer is an important task.To ensure the competitiveness of higher education, it becomes objectively necessary to ensure the fulfillment of a set of socio-economic condi- tions for the prospective development of knowledge transfer in the digital environment, in particular: ensuring a permanent relationship between technological changes and modern events in higher education; overcom- ing barriers in digitalization to increase the potential of higher education; formation of the financial and in- vestment potential of higher education institutions in order to ensure the financing of knowledge transfer in conditions of digitalization; formation of the legal framework for digital transformation processes in the field of higher education. In order to achieve the fulfillment of the above-mentioned conditions, the author defined the directions of their implementation, namely: the formation of a complex process of differentiation in the system of higher education in the conditions of technological changes; adoption of a holistic strategy of com- munication and branding in the global market of higher education; formation of new target groups using digital resources for teaching and learning; formation of new target groups using digital resources for teaching and learning; promoting international mobility of students by creating digital resources for teaching and learning; ensuring the change of qualification profiles of university personnel; systematic use of digital media; forma- tion of the digitalization strategy of higher education institutions; ensuring the integration of digital media in teaching and learning; involvement of internal and external sources of financial and investment support; in- volvement of internal and external sources of financial and investment support; overcoming legal problems re- garding the lack of a legal framework for the development of digital resources.The presented study emphasizes the complex nature of the impact of digitalization on higher education and identifies the key socio-economic conditions that are important for ensuring the prospective development of knowledge transfer in this context.
