Abstract

The article presents numerous approaches to the definition of the concept of “competence” in the regulatory documents of Poland, the EU and the world, in particular, the National Committee for Professional Qualifications in Poland, the Standardization Program of Educational Institutions, the European Commission, the Standing Conference of Ministers of Education of Europe, the United Nations Educational, Scientific and Cultural Organization (UNESCO), the Organization for Economic Cooperation and Development (OECD) and the Council of Europe. In addition, there was a theoretical analysis of the concept of competence, its relationship not only to the skills and abilities of a specialist, but also to personal qualities such as responsibility, ability to practically perform professional activities, values, attitudes, synergy of thinking and critical reflection, etc. The article describes and defines the role of key competencies, namely the potential to benefit society as a whole regardless of gender, social status, race, culture, social background and language, and must be consistent with ethical, cultural and economic values and laws adopted in each EU country. The content and specifics of the teacher’s key competencies, as defined in light of European Union legislation, are described. An important condition was emphasized – preparation of the individual for lifelong learning. The principles of the teaching profession in EU member states were defined, which include: higher education, integration in the context of lifelong learning, mobility, partnership. Eight key competencies are analyzed: information literacy, multilingualism, mathematical competence, digital competence, personal and social competence, citizenship, entrepreneurship, cultural awareness and self-expression. An example of a practice-oriented model for the development of personal and social competencies, particularly resilience, is presented. The three vectors of the model were characterized. The methodological plan and content of the “Individual Resilience” training program are described
