Abstract

The article describes the problems of modern staffing of inclusive education in Ukrainian preschool and general secondary education institutions, which are related to the lack of special education specialists who would purposefully and consistently take care of the development of inclusive culture and practice in the educational institution and the quality of inclusive education in general. The article reveals the functional responsibilities of specialists (teacher assistants, speech therapists, specialists of inclusive resource centers, and the administration of an educational institution) involved in the organization and implementation of inclusive education, which allows us to conclude that it is impossible to ensure the quality of inclusive education for children with disabilities in the national educational space at a sufficient level. Particular attention is paid to the results of the implementation of the All-Ukrainian Foundation «Step by Step» project «Institutionalisation of a “universal” teacher's assistant in Ukraine: a study of the conditions of implementation», which relate to foreign and domestic experience of assisting teachers in an inclusive educational environment and the controversial position of ‘teacher's assistant’ in the domestic educational space. The authors of the article raise the issue of the need to introduce a new position in the staff of educational institutions, which would be held by a special education specialist whose functional responsibilities would include: identifying and assessing the educational needs of children; monitoring the dynamics of their progress; coordinating the process of developing an individual development programme; advising teachers on the support of persons with special educational needs; providing recommendations to the administration on creating an inclusive educational environment; counseling parents and informing them about the child's progress and needs; establishing interagency cooperation outside the educational institution, etc.
