Анотація

The article is devoted to the study of tools of public diplomacy as one of the forms of international communications. The relevance of the publication is due to the importance of forming and promoting the image of the Ukrainian state, especially in the conditions of the full-scale invasion of Russia on the territory of Ukraine. Using a systemic approach, methods of systematization and generalization, the essence and tasks of public diplomacy in the context of maintaining the state's image were investigated.The main provisions of the Public Diplomacy Strategy of the Ministry of Foreign Affairs of Ukraine for 2021-2025 were analyzed, and the key goals of modern public diplomacy were determined. Seven strategic areas of public diplomacy are characterized: economic, cultural, expert, culinary, scientific and educational, expert and digital diplomacy. The practical aspects of the implementation of the adopted strategic documents, the state of affairs in Ukraine's foreign policy regarding the use of public diplomacy tools to support and promote the international image of the state are highlighted. The role of economic diplomacy in creating favorable conditions for the country's integration into the world economy is emphasized.The tasks and functions of the Investment Attraction Office and the Office for Entrepreneurship and Export Development were considered. The essence of Ukraine's global humanitarian and security initiative "Grain from Ukraine" is characterized. The goals of the Communication Strategies "Ukraine - African States" and "Ukraine - Latin American and Caribbean States" were studied. Attention is focused on the projects of the Ukrainian Institute and the Ukrainian Cultural Foundation as subjects of cultural diplomacy. The problems of the development of public diplomacy in Ukraine are characterized, including insufficient budgeting of this sphere, lack of a powerful foreign exchange system, insufficient coordination of the actions of diplomats and public sector structures, lack of professional personnel and quality content. The need for further research devoted to the search for effective tools of public diplomacy to support the international image of Ukraine was noted.
