Abstract
The article raises the issue of effective approaches to improving the inclusive competence of teachers in Ukrainian educational institutions. The author analyzes the current state of staffing for inclusive education, which has such negative features as: an outdated idea of the composition of the support team in an educational institution; lack of specialists competent in creating an inclusive educational environment, as well as the tradition of working in a teamwork format; formalized supporting documentation that creates obstacles to planning the effective work of teaching staff; ineffectiveness of typical methods of professional development and competence: webinars, workshops, trainings, open lectures, conferences, round tables. We note that such a training format does not allow members of the support team to acquire such necessary skills and abilities as: the ability to work flexibly in unforeseen situations, to consistently and step by step provide support to a person with disabilities, to be able to work in teamwork. The article emphasizes that the very concept of “inclusive competence” is formulated declaratively, which does not allow us to clearly understand what inclusive competence is and how it will contribute to the development of quality inclusive education. In order to modernize and improve approaches to organizing and implementing measures to improve the inclusive competence of teachers of inclusive educational institutions, we turned to the successful experience of our Polish colleagues. We analyzed scientific and educational developments on this topic; we selected the most interesting, in our opinion, and the most useful for implementation in Ukraine. Among them: Practical “School of Learning”, acquiring competence in special education and inclusive technologies by all members of support teams; “bank of effective practices”, centers for supporting inclusive education based on educational institutions, moving away from the dominance of teacher training on a personal basis, instead ensuring the comprehensive development of the educational institution. The expected results of possible innovations are the achievement of high-quality inclusive education and the unlocking of the potential of people with special educational needs.
