Abstract

The article provides an overview of veteran policy’s legal status and strategy for the period up to 2030. The results of monitoring the needs of veterans and active military personnel regarding employment are presented, demonstrating their priority focus on starting and running their own businesses. Attention is focused on the motivation for social entrepreneurship, which is to create a business while solving value problems for society and the public. The practical expediency of promoting veteran employment through the development of social entrepreneurship is substantiated, and it should be recognised as a priority area of social inclusion and economic sustainability of veterans, which is of high importance for the post-war recovery of Ukraine. This distinguishes social entrepreneurship from traditional entrepreneurship, as it is relevantly used by people who have personal priorities of public service and are motivated to scale it up through their own business. Russia’s full-scale military invasion of Ukraine prompted social enterprises and socially responsible companies to adapt their business to new military challenges and focus their public service activities on the needs of the country and society. This is manifested in the concentration of business on multi-vector support of the Armed Forces of Ukraine, assistance to growing groups of vulnerable categories of the population (including internally displaced persons and veterans), and support for the population’s psychological state and mental health. These prerequisites are identified as productive for promoting the scaling of the social enterprise ecosystem as a whole. The article describes the state policy of promoting veteran employment through entrepreneurship, which is mainly implemented through the provision of grants for starting a business, for existing businesses - through the implementation of a programme of compensation to employers for the arrangement of a workplace for an employee with a disability, expanding opportunities for vocational training through vouchers and free short educational programmes for retraining in business from institutional structures in cooperation with academic institutions. The article emphasises the importance of different stakeholder groups’ awareness of the significance of social entrepreneurship’s contribution to the socio-economic recovery of communities, and the expediency of adaptive strengthening of the existing motivation of veterans in developing social entrepreneurship to solve social problems in society.
