Abstract
The article analyzes the state of employees’ mental health under conditions of organizational instability and the level of administrative response to psycho-emotional challenges. Based on data synthesized from Gradus Research, CAT-UA, and the European School of Psychology, a significant imbalance is identified between the scale of mental health issues (such as stress, burnout, anxiety, and distrust in HR programs) and the level of organizational support provided. An original matrix is proposed, correlating mental well-being barriers with the application level of the four fundamental functions of administrative management: planning, organizing, motivating, and controlling. The analysis of findings made it possible to identify managerial gaps, vulnerability zones, and define which specific managerial actions are key to overcoming these barriers. The article details strategic well-being planning tools based on goal-oriented, process-based, and experience-centered approaches. A multi-level support model is proposed, encompassing strategic, functional, operational, and communication layers. The motivational function is explored not only as a tool for encouragement but also for emotional stabilization, considering its adaptive, integrative, regulatory, and diagnostic roles. The controlling function is examined through a supportive lens, involving the use of KPIs, emotional climate monitoring, program effectiveness assessment, and crisis signal analysis. The focus is placed on the role of administrative management in institutionalizing well-being as a managerial category. In this context, the HR department is presented not merely as an executor, but as a partner providing methodological, analytical, and ethical frameworks for managerial decision-making. This material may be valuable for managers, HR professionals, and human resource management researchers aiming to integrate mental health considerations into organizational development practices. Future research perspectives include the development of adaptive indicators for evaluating well-being policy effectiveness, the study of managerial models in turbulent environments, and the analysis of employees’ behavioral responses to various administrative styles in the context of psychological stability.
