Abstract

The article presents a comprehensive study of the transformation of higher education in Ukraine under the conditions of war and post-war recovery. The author analyzes the main risks faced by the education system as a result of full-scale aggression, including the destruction of infrastructure, loss of human capital, limited funding, the intensification of social inequality and digital threats, and the psychological vulnerability of students and academic staff. Particular attention is paid to the challenges related to ensuring the continuity of the educational process, the implementation of hybrid and distance learning formats, the modernization of educational programs in accordance with the needs of post-war national recovery, and the development of mental health support within the academic environment. Thestudy substantiates strategic guidelines for the development of the educational sphere, including the implementation of institutional resilience, digitalization, internationalization, the formation of a new social mission for universities, the developmentof mechanisms for attracting additional funding, and participation in global educational and scientific networks. The author presents an original table illustrating the interrelation between risks, challenges, and strategic directions of reform. The article proposes a concept of an integrated approach to the transformation of higher education in wartime, which combines institutional, social, technological, and security aspects of development. The necessity of developing a new model of university autonomy is emphasized, combining academic freedom, social responsibility, and adaptability to extreme conditions. The paper highlights the importance of advancing digital culture, inclusivity, mental health support, civic education, and sustainable development within the academic environment. The obtained results can serve as a basis for shaping educational policy, strategic planning, and management decisions at the level of higher education institutions, ministries, and state bodies responsible for education, science, and innovation
