Abstract

The article studies the political and military-technical cooperation between Ukraine and the Kingdom of Norway in the period from 2014 to 2024. The methodological basis was the principles of empirical and rational approaches, which, together with the analysis of thematic documents, allowed to determine the dynamics and formats of political and military-technical cooperation between the two states. Norway consistently supports the territorial integrity of Ukraine in all international organizations and institutions. Political cooperation between the countries, which also contributed to military-technical assistance from Norway, intensified after 2014. During 2014-2022, the Norwegian side provided humanitarian assistance to Ukrainian military personnel, assisted the Ministry of Defense of Ukraine in developing a number of policies and programs aimed at reducing corruption, professional retraining and social adaptation of military personnel and their family members. It was also important for Norway to study and take into account the Ukrainian experience of conducting combat operations during the Anti-Terrorist Operation and the Joint Forces Operation. After the large-scale Russian invasion of Ukraine, new formats of political and military-technical cooperation on a multilateral basis have emerged: the Ramstein platform, the Ukraine-Northern Europe summits. The Nansen Program for Ukraine and the Agreement on Security Cooperation and Long-Term Support between Ukraine and the Kingdom of Norway have become extremely important forms of bilateral cooperation. Particular important for the strengthening of bilateral cooperation has been Norway's reform of its internal rules on arms exports to warring countries, which concern Ukraine exclusively and are connected to the emergency security situation for the Kingdom itself and its allies. Political and military-technical cooperation with Ukraine is supported by both the public of Norway and all its political forces and parties without exception. This has convincingly demonstrated that the ruling and opposition parties in the country understand that providing political support and military-technical assistance to Ukraine is a legal and effective means of ensuring Norway's security.
