Abstract
Introduction. The war has changed the traditional tasks of civil service, requiring civil servants to quickly adapt, be mobile, possess crisis management skills, and operate under limited resources. After the war, civil servants will face the challenge of rebuilding the country, which will require new approaches to governance, financing, digital transformation, and international cooperation. In the context of these challenges, improving the efficiency of civil servants becomes particularly significant. Studying European experience in this field allows for identifying best practices that can be implemented in the Ukrainian civil service system. Purpose. To explore and substantiate the key competencies necessary for enhancing the effectiveness of civil servants in the context of modern challenges, as well as to conduct a comparative analysis of the Ukrainian and European civil servant training systems to identify opportunities for implementing the best European practices into Ukraine’s professional development system for civil servants. Materials and methods. The research materials include: (1) regulatory frameworks for improving civil servant efficiency in Ukraine and the EU; (2) works of domestic and foreign scholars conducting scientific, practical, and empirical research on civil servant training and qualification improvement, particularly regarding the competency-based approach. The research employs the following scientific methods: theoretical generalization to determine the priorities of improving civil servant efficiency in modern challenges; comparative analysis, formalization, and synthesis for comparing the Ukrainian and European civil servant training systems within the competency-based approach and identifying the prospects of European practices' adaptation; logical generalization of results (formulation of conclusions). Results. The article identifies key competencies necessary for the effective performance of civil servants in the context of modern challenges. A comparative analysis of Ukrainian and European civil servant training systems was conducted, particularly regarding the use of innovative training methods, mentoring, digital education, and professional performance evaluation. It was found that Ukraine needs to strengthen the integration of the competency-based approach into the civil servant training and qualification improvement system, expand the mentoring system, and introduce personalized career trajectories for civil servants. Discussion. Further scientific research may focus on analyzing the effectiveness of implementing adapted European practices into Ukraine’s civil servant qualification improvement system
