Abstract

The post-war reconstruction of Ukraine involves not only the physical reconstruction of infrastructure, but also the socio-economic reintegration of those who defended the state. According to the Strategy for the Development of Veterans Policy until 2030, the priority is to create conditions for the economic self-realisation of veterans, in particular through the development of entrepreneurship, as outlined in Operational Goal 5, ‘Economic Independence.’ The results of the online survey ‘Current needs and vision of opportunities for career and professional growth of veterans’ (conducted by the Ministry of Veterans Affairs of Ukraine on 6–12 February 2023) were analysed, which showed that among veterans and active military personnel, the largest proportion of respondents would like to start their own business in the future. It was emphasised that entrepreneurship allows veterans to retain the initiative, responsibility and leadership qualities acquired on the front line, transforming them into constructive action for the benefit of the community and the country. The specificity of veteran entrepreneurship was noted, based on the formation of new business models focused on locality, sustainability and social responsibility, which allows for the maintenance of values such as community service, transparency and mutual support, and which often correspond to the form of social entrepreneurship. The advantages for veteran businesses following the adoption of the Law of Ukraine ‘On Veteran Entrepreneurship’ are presented, which paved the way for their formalisation, the creation of a single register, the labelling of products as veteran-owned (similar to fair trade) and increased trust from society, investors and partners. The experience of the United States, Great Britain and Israel in terms of tools to support veteran entrepreneurship is described.
