Abstract
The article explores key aspects arising in the labor sphere of organizations during martial law. It identifies the features of political-legal bases that regulate labor relations, particularly legislative changes and their impact on workers’ rights. The purpose of the article is to analyze the political-legal bases influencing management decisions in the labor sphere of organizations during martial law, based on the determination of the interconnection between political-legal norms and management decisions, as well as the investigation of their impact on the effectiveness of personnel policy functioning in crisis situations. The research methodology is based on an interdisciplinary approach combining the analysis of the regulatory-legal framework, content analysis of scientific works from 2022-2025 in the field of law and management, as well as the case method aimed at studying the practices of three representative examples: suspension of labor contracts in frontline regions and organization of remote work in relatively safe zones, implementation of support measures for mobilized workers, and employment of internally displaced persons. For a broader context, a comparative analysis was applied, allowing the juxtaposition of the Ukrainian experience with international models of crisis management. The scientific results lie in the identification of a dual dimension of management decisions: on the one hand, they are realized within the framework of legal norms; on the other hand, they reflect the flexibility and creativity of managers seeking a balance between legal correctness, economic feasibility, and social esponsibility. It has been established that in frontline zones, survival strategies prevail, aimed at minimizing losses and reserving personnel potential, while in relatively safe regions, adaptation strategies are found, among which remote work has proven to be the most effective. The mobilization of personnel highlighted the need to combine state guarantees with voluntary business initiatives, creating a balanced model of social protection. Employment support programs for internally displaced persons demonstrated the possibility of simultaneously satisfying the interests of the state, business, and workers. The research also showed that the Ukrainian experience aligns with international observations regarding the role of flexibility, communication, and innovation in crisis management but possesses a unique dimension determined by the duration of martial law. Prospects for further research are related to the analysis of the long-term effects of management decisions for business sustainability and the social protection system, as well as interstate comparisons and the formation of theoretical models of post-war transformation.
