Abstract
The article explores the conceptual framework of education system adaptation in the context of constant socio-political, technological, and global transformations. Authors apply a synergetic perspective, conceptualizing higher education institutions (HEIs) as complex adaptive systems capable of self-organization, openness, and resilience. The article identifies five fundamental characteristics that underpin institutional adaptivity: flexibility, mobility, innovativeness, openness, and resilience. Each characteristic is defined and elaborated using interdisciplinary academic sources and international frameworks such as UNESCO, OECD, and ISO. Authors examine how these characteristics interact with each other (synergy), strengthening each other and fostering systemic responsiveness to change. A table was developed that illustrates the synergistic relationship between fundamental characteristics. Analysis of the table leads to the conclusion that none of the characteristics alone ensures complete adaptation. The article highlights that adaptability is not achieved by the presence of isolated features but through their integration within a culture of internal self-regulation and strategic development. Particular attention is paid to internal self-regulation mechanisms: quality assurance system, strategic planning, decentralized management, and organizational culture development. The synergetic paradigm in this article indicates that a system is capable of self-tuning and self-development when conditions for the free flow of information are ensured, decision-making remains variable, and both negative and positive feedback loops are active. Authors highlight that the university that mastered self-regulation transformed into a true “learning organization.”. Also, it is important to mention that internal self-regulation mechanisms must be complemented and aligned with external requirements and regulations. The conclusion is made about the need for a comprehensive and integrated approach to the transformation of adult education аnd higher education, based on a combination of the above characteristics and effective management processes.
