Abstract

This master’s thesis examines the implementation of state policy aimed at ensuring barrier-free access for children with special educational needs in general secondary education institutions. To achieve the objective of the study, the first section examines the categorical and conceptual framework of the phenomenon of barrier-free access in educational institutions from the perspective of management and pedagogical science. This section also analyzes the principles of state policy and strategies for creating a barrier-free educational environment, as well as the regulatory and legal acts governing this process. The practical section of the work summarizes foreign experience in comparison with the Ukrainian education system within the scope of the study. The state of accessibility in educational institutions is analyzed using the example of the Kremenets United Territorial Community of the Ternopil Region, based on data from the Kremenets City Council Municipal Institution The Inclusive-Resourse Centre. The results of a sociological survey of parents of children with special educational needs are also presented. The third section outlines a concept for the development of a barrier-free educational environment for children with special educational needs in general secondary education institutions at the district level. The study demonstrates that accessibility in educational institutions should be based not only on organizational and managerial factors, but also on psychological and pedagogical components. The findings indicate that, despite the soundness of the developed strategies and the transformation of education towards barrier-free education at three levels (national, central government, and regional), practical implementation at the current stage remains somewhat limited. This situation can be attributed to a number of factors, including the lack of a system for monitoring and evaluating effectiveness, geographical characteristics of the location of educational institutions, and insufficient resource provision for remote communities. At the same time, the situation is significantly better in administrative centers compared to rural communities. To improve the situation, a concept for the development of a barrier-free environment in secondary education institutions at the local community level, as well as an algorithm for its implementation, is proposed.
