Abstract

The article explores the Evidence-Based approach as a methodological foundation of contemporary scientific research in management and public administration. It traces the evolution of the concept from its origins in clinical medicine to its transformation into a universal paradigm for evidence-informed decision-making across various applied fields. The study systematizes the structural components of the approach and outlines the main implementation models used in management (EBMgt) and policymaking (EBP Policy). Special attention is devoted to the integration of the three core pillars – best available research evidence, professional expertise, and stakeholder values – which collectively ensure the validity and contextual relevance of managerial decisions. The article emphasizes the methodological importance of EBP in strengthening transparency, accountability, and analytical rigor within administrative practices. In addition, the paper highlights persistent challenges that limit the effective implementation of the evidence-based paradigm, including the scarcity of consistent and high-quality data, contextual diversity of administrative environments, and insufficient analytical competence among practitioners. The author argues that the development of a full-fledged culture of evidence-based governance requires not only methodological awareness but also institutional support for accumulating, evaluating, and disseminating reliable evidence. The article proposes several directions for improvement: enhancing institutional mechanisms for evidence generation and systematization; promoting analytical literacy, critical thinking, and data-driven reasoning among managers and public officials; fostering sustained collaboration between academic research, public administration, and managerial practice; and expanding open-access evidence platforms to ensure inclusiveness and transparency. These measures are expected to facilitate more informed, balanced, and societally responsive decision-making, thereby improving both the quality of scientific research and the effectiveness of managerial and public governance systems
