Abstract

The article aims to provide a comprehensive analysis of the legislative and research framework for the implementation and development of digital services in academic and public libraries in Ukraine. The research is based on a combination of general and specialized scientific methods, specifically systemic and sociocommunicative approaches, methods of analysis and synthesis, and the generalization of research findings. The scientific novelty of the article lies in expanding the understanding of the current state and development prospects of information resources and digital services of Ukrainian libraries, their modernization as a component and consequence of the digital transformation of society. A systematic analysis of the legislative support for the processes of forming information resources and providing services, including the implementation of digital library services, showed that the laws of Ukraine “On Digital Content and Digital Services” (2023), “On Libraries and Librarianship” (1995) and the Strategy for the Development of Libraries for the Period Until 2025 “Qualitative Changes in Libraries to Ensure Sustainable Development of Ukraine” (2016) laid the foundations for the standardization and development of digital services, but require revision. In the context of acquiring digital competencies by specialists and users of digital services, the fundamental documents are the “Description of the Digital Competence Framework for Citizens of Ukraine 2021” (2021) and the “Draft of the Digital Competence Framework for a Librarian” (2024). Based on the research findings, it can be concluded that public and academic libraries exhibit different vectors in their digital services. This is evidenced by their focus on the needs of distinct target audiences, varying levels of ICT implementation, and the fulfillment of diverse national objectives. Overall, the integration of digital services, including mobile applications, into the operations of Ukrainian libraries contributes to the modernization of librarianship as a whole, increasing the accessibility of services and enhancing the engagement of various user groups in sociocultural, educational, and civic processes and projects. Consequently, this transforms the landscape of the library space. Future research prospects include studying the integration of artificial intelligence technologies to enhance library search engines and digital services.
