Abstract
The article examines risk analysis in human resource administration through a case-based learning approach designed to strengthen future managers’ ability to interpret organizational processes. The study adopts an organizational-process perspective, viewing risks in HR management as emerging from how procedures are structured, responsibilities distributed, and control mechanisms implemented rather than from isolated individual decisions. Its aim is to provide both a conceptual justification and an empirical examination of a case-based approach that supports a systemic understanding of organizational functions, control practices, and compliance in HR administration. The research follows an intervention design grounded in experiential and case-based learning. Four original cases were developed to represent successive levels of risk interpretation, ranging from process dysfunctions and procedural control to compliance mechanisms and the analysis of a real organizational context. Empirical data were collected through a post-intervention student survey, and the measurement instrument demonstrated high internal consistency (Cronbach’s alpha = 0.94). The findings indicate that case-based learning encourages a shift from viewing management primarily as individual decision-making to understanding it as a configuration of interrelated processes, procedures, and institutional controls. Participants reported a clearer grasp of process vulnerabilities, the stabilizing role of control, and the place of compliance within organizational infrastructure. In general terms, one can speak of the emergence of a systemic perspective on HR administration. Within this approach, the functions of organization, control, and compliance are viewed as interrelated, while properly structured procedures are treated as a condition for reducing institutional risks. This supports the rationale for using case studies in educational programs as a tool for developing skills in process analysis and the design of HR procedures. Further research should be directed toward developing instruments for measuring risk-oriented managerial thinking and toward comparing the effects of different practice-oriented learning formats across diverse educational contexts.
