Abstract

The article provides a comprehensive substantiation of the theoretical and methodological foundations for the formation of a program-target mechanism for managing the financial and economic security of building materials enterprises under the conditions of a wartime economy. The relevance of the study is determined by the need to ensure the stability of enterprise functioning in an environment characterized by heightened risks, limited resources, and structural economic transformations caused by military actions. The study reveals the economic essence of the program-target approach as an integrated management tool based on the logical sequence “goal – program – resources – result,” which ensures the alignment of strategic priorities with the instruments for their achievement. It is substantiated that the application of this approach enables the integration of strategic planning, analytical diagnostics, resource provision, and performance control within a unified system of financial and economic security management. A structural model of the program-target mechanism is proposed, incorporating interrelated components: the target block (formation of strategic and operational goals), the analytical and diagnostic block (assessment of the level of financial and economic security based on a system of indicators), the program block (development of a set of measures and target programs), the resource block (determination of sources and volumes of financial, material, and labor resources), and the control and corrective block (monitoring program implementation and adjusting managerial decisions). Particular attention is paid to the methodological aspects of implementing the mechanism, including the construction of a “goal tree,” the use of threshold indicators for security assessment, and the development of sector-specific target programs. The research takes into account the specific features of the functioning of building materials enterprises in a wartime economy, which is characterized by a high level of uncertainty, logistical constraints, disruption of production chains, and increased financial risks. In this regard, the adaptation of the program-target mechanism to the new economic environment is proposed, involving enhanced flexibility of managerial decisions, strengthening of anti-crisis measures, and a focus on ensuring business continuity. A significant scientific contribution of the study is the substantiation of the feasibility of introducing a strategic “reconstruction” block aimed at preparing enterprises for participation in post-war economic recovery processes. This block includes positioning enterprises within international reconstruction programs, modernization of production capacities in accordance with EU standards, expansion of partnerships with donors and financial institutions, and improvement of financial reporting transparency and quality. It is proven that the implementation of the proposed program-target mechanism contributes to increasing financial stability, strengthening the competitiveness of enterprises in both domestic and foreign markets, and creating the prerequisites for their effective integration into national economic recovery processes. The results obtained have practical significance and can be used in the development of strategies for the growth of building materials enterprises, as well as in the system of state economic regulation in wartime and post-war periods.
