Abstract

The article provides a comprehensive analysis of the project activities of libraries in Ukraine under wartime conditions and substantiates their decisive role in shaping a multifunctional library space. It is determined that, in the current context, libraries are transforming from traditional institutions of information preservation and access into open socio-cultural centers that integrate informational, educational, cultural, communicative, and social functions oriented toward community needs. The essence of library project activity is revealed as a purposeful system of measures aimed at implementing innovations, modernizing infrastructure, expanding the range of services, and attracting additional resources through the development of partnerships. The main directions of library project implementation are analyzed, including the creation of multifunctional spaces, the development of digital education hubs, and the introduction of cultural-educational and socially oriented initiatives. Particular attention is paid to the role of libraries in supporting vulnerable groups (internally displaced persons, veterans, children), ensuring access to information, developing digital literacy, and providing psychological support. The importance of international cooperation, grant programs, and partnerships with governmental, civic, and educational institutions as key factors in enhancing the effectiveness and sustainability of library projects is highlighted. Special emphasis is placed on practices of assessing the social impact of libraries, which make it possible to determine their contribution to the development of education, culture, civic engagement, and social cohesion. The necessity of demonstrating the public value of libraries is emphasized as an important tool for increasing trust from society and public authorities, attracting additional resources, and strengthening the position of libraries as centers of community development in the context of wartime and post-war transformations.
