Abstract

Learning-Oriented Assessment (LOA), which is a formative assessment or assessment for learning, focuses on reliability and validity. LOA of speaking skills among students promotes the effectiveness of learning and ensures the reliable estimation of learning outcomes. Thus, the principal role of a teacher of English is to create a productive environment of learning, where LOA is supportive to the function of formal assessment. Nowadays, the emphasis given to linguistic competence dominates the attention paid to linguistic performance, which in turn impedes the students’ speaking proficiency and the assessment process itself. Therefore, the development of a reliable model on English speaking skill assessment is extremely important as it has the potential to improve English language teaching.
