The article analyzes legal framework for the functioning of educational institutions in Ukraine, in particular in management of financial security and promotion of financial autonomy. The mechanism of state management of financial support of education is described, which includes not only central and local executive bodies, local self-government bodies. Sources of financing of general secondary education institutions in accordance with the Law of Ukraine “On Secondary Education” are analyzed. Key sources of funding for educational institutions have been identified, which will be effective if the funds allocated by the state to finance education are allocated stably, objectively, proportionally and in sufficient amounts. Monitoring dynamics of the consolidated budget of Ukraine for education in 2015-2020 shows that in the structure of budget expenditures by level of education, largest share of expenditures was spent on general secondary education – 42.4-48.3%. The study of the conceptual foundations of financial support for education in Ukraine is a fact that to solve the problems of this area should be formed a system of effective measures aimed at ensuring its effective development. Adequate financial support for education through the optimization of budgetary and extrabudgetary sources of its development should be a priority. Financial support for educational institutions in Ukraine is mainly provided by budgets at various levels, despite the increasing role of extrabudgetary sources in the last decade. A study of foreign experience in managing financial security of educational institutions on the example of countries such as China, USA, UK, France, Japan, Poland and others. It was found that evaluating the effectiveness of financial management is a mandatory part of the educational institution. Planning activities and developing the level of educational institutions is not possible without an analysis of management processes. The assessment of financial management is based on descriptive, predictive and regulatory models. To stabilize financial situation of Ukrainian educational institutions, it is proposed to optimize financial and economic activities by: increasing voluntary donations and contributions to develop and conduct a campaign to attract non-profit organizations in the city; expanding the autonomy of educational institutions, which will reduce bureaucratic procedures for obtaining funding, will allow you to earn directly from educational institutions and will help to conduct more effective financial planning; finalization of legislation in the field of financing of educational institutions; actively prepare for participation in the public budget. This will improve financial activity of the educational institution and obtain additional extra-budgetary sources of funding. New phase of economic development requires changes in public administration, flexible organizational forms, the transition from direct administrative to indirect management methods through effective budget financing of school education, focused on achieving the objectives, taking into account the specifics of learning, differentiation of costs for the implementation of educational programs for the regions and areas of training.
