Abstract
Among the crucial aspects of mitigating the negative consequences of Russian aggression in Ukraine, restoring its territories, ensuring the population's basic needs, and improving the quality of life, humanitarian aid programs play a significant role. The aim of this article is to analyze humanitarian aid programs for vulnerable populations in Ukraine during wartime. It is noted that since the onset of Russian aggression, Ukraine has experienced a significant decline in economic and social indicators of quality of life. The need for establishing effective cooperation between civil society organizations and state institutions for the provision of socially significant services to the Ukrainian population remains urgent. The authors analyze the experience of humanitarian organizations at the international and national levels, particularly humanitarian aid programs for the Ukrainian population during wartime ("Humanitarian Solidarity," "Spilno," "Comprehensive Humanitarian Assistance for Conflict-Affected Residents of Ukraine and Third-Country Nationals in Ukraine, Poland, Romania, and Moldova," "Provision of Multi-Sectoral Humanitarian Assistance to Conflict-Affected Populations in Ukraine," among others). Key areas of humanitarian aid for Ukraine's population during wartime are identified, including covering the basic needs of vulnerable groups, providing assistance to at-risk households, creating new income sources and supporting individuals in achieving a subsistence minimum, supporting local humanitarian initiatives within communities, ensuring access to essential medical care, social services, and other necessary support, providing socio-psychological support and protection for children, youth, and adults at the community level, and repairing housing damaged by military actions. The success of humanitarian aid programs depends on responsible decision-making at the state level, as well as on cooperation and coordination between government institutions, international humanitarian organizations, and civil society organizations.
