Abstract

The article analyses the state of administrative and legal regulation of state policy in postgraduate pedagogical education. The results of a scientific search on the coverage of the problem of regulatory and legal support for the development of postgraduate pedagogical education in Ukraine (1991-2024) in the modern scientific discourse are presented. The article presents a retrospective analysis of strategic documents developed and adopted during the period of independent Ukraine. This allowed us to trace the genesis of the conceptual apparatus and topical issues addressed by a particular document. The article investigates the peculiarities of coverage in the legal acts of changes in the content and forms of postgraduate pedagogical education in accordance with the public demands of the development of the education system of sovereign Ukraine. It is noted that the transformations in the field of postgraduate teacher education are influenced by changes in public demands for the place and functions of general secondary education, which leads to a revision of the purpose, organisational models, content and technological support to create favourable conditions for continuous professional development of teachers on the basis of variability, freedom of choice, personal and professional development. The evolution of the development of the main concepts that characterise postgraduate pedagogical education in Ukraine and determine the activities of institutions that ensure the continuity of the pedagogical process is studied: «postgraduate education»’, «postgraduate pedagogical education», «continuing education» «adult education»; «professional development of a teacher», «advanced training», «certification». Their essential concepts and ways of realisation of the purpose and tasks of postgraduate education of teachers in the era of transition from the normative and knowledge model of education to a personality-oriented paradigm with the involvement of promising pedagogical ideas and educational practices are highlighted. The article establishes that the state order for highly qualified specialists is conditioned by the needs of the labour market and sustainable development of the country. The scientific field has been expanded with knowledge about professional development, its leading motives and indicators, which reflect the teacher's intention to self-realisation and continuous development in accordance with new regulations. Historical and pedagogical studies of the peculiarities of the development of regulatory and legal support for postgraduate pedagogical education in Ukraine within the outlined chronological framework give grounds to conclude that there is no comprehensive study of this scientific problem in the modern scientific field.
