Abstract

The article describes modern personnel technologies for managing the development of human capital in higher education institutions, taking into account the priorities of their strategic development. It presents the direction of updating the personnel management system in higher education institutions, which should ensure the productivity of educational and scientific teams in knowledge-intensive activities, the production of innovative educational training technologies, and the continuous support of relevant educational formats for different consumer groups, taking into account the implementation of the concept of lifelong learning and the flexible use of adaptive personnel technologies in order to combine the strategic priorities of the university with the professional goals of scientific and pedagogical workers. It is emphasized that digitalization has significantly changed the content of educational activities for scientific and pedagogical workers, the primary comprehensive goal of which is to prepare future generations of specialists for professional activity in conditions of constant innovation. Practical models of personnel development and the application of personnel technologies in the practical activities of higher education institutions in Ukraine are examined, with particular reference to the examples of Borys Grinchenko Kyiv Metropolitan University and the Ukrainian Catholic University. Modern personnel technologies for managing human capital development are summarized. It has been observed that a personnel technology, such as downsizing, which involves highly qualified specialists changing their profession, is gaining popularity, which is a negative phenomenon for organizations in the context of the current personnel imbalance. The potential of personnel technology for forecasting the mood and engagement of personnel as a behavioral tool, capable of performing technical and technological monitoring of the physiological and mental state of employees, and processing the results of surveys on satisfaction with working conditions and the psychological climate, is substantiated. Staff engagement is revealed as a resultant indicator of the effectiveness of an organization’s personnel management system.
