Abstract
The article substantiates the conceptual framework for the adaptation of higher education in Ukraine to modern conditions as a synergistic system of principles that mutually reinforce each other and transform adaptation from a one-time reaction into a continuous process of development. The framework includes six intertwined principles: a safe education environment, collaboration with the labor market, flexibility of forms of learning, universal design, lifelong learning and service learning. Their aim is to transform the system into a more sustainable, open and human-centered one. The content of individual principles is detailed through operational guidelines. The safe educational environment combines requirements for physical and psychological safety. Universal design is specified through indicators of infrastructure and digital accessibility. The principle of lifelong learning is shown to be integrative (also it includes other principles). It covers formal, non-formal and informal education, supports return to learning at different stages of life and orients universities to the role of “centers of lifelong learning”. Special emphasis is placed on support for returning veterans who want to start or continue their education: flexible schedules, re-enrollment/recognition of prior experience and military training, “bridge courses,” psychological support, and reasonable adaptations. Moreover it is emphasized that service learning enhances student motivation, forms “soft skills”, improves the interaction of universities with communities and creates social benefits. Indicative indicators of the implementation of the principles are proposed (safety, accessibility, participation in internships and dual programs, employment, coverage of lifelong learning, results of service projects), which makes the framework applicable for institutional monitoring. The cumulative effect of the principles is manifested in increasing the sustainability and competitiveness of HEIs, as well as in the transition to proactive quality management and continuity of the educational process.
