Abstract
In the 1970s, the experimental introduction of classrooms for teaching high school students began, which was accompanied by the development of methodological recommendations for the mass dissemination of experimental experience. The establishment of classrooms for teaching primary school students gained intensive development at the beginning of the 21st century. In order to regulate this process, the Ministry of Education and Science of Ukraine approved lists of teaching means in 2002, 2006, 2018 and 2020, which influenced the staffing of the primary school classroom. Based on the content analysis of the content of these documents with a list of teaching means, the following differences were identified: 1) in approaches to organizing teaching means (by subjects / by educational fields); 2) in determining quantitative indicators of the use of teaching means (copy / demonstration copy; tool based on a certain number of students / set per class, set for frontal work, set for group work). The following facts were also established: 1) removal of certain tools due to obsolescence as a result of technical progress, loss of relevance and/or effectiveness; 2) modernization of the list of tools, which is caused by the development of new tools, the development of educational technologies; 3) supplementing the list of tools with information of a technical nature (specification of equipment characteristics, formulation of requirements for computer equipment and requirements for equipping a primary school classroom); 4) supplementing the list of teaching means with a list of accompanying documentation (hygienic certificate of the teaching means / conclusion of the state sanitary and epidemiological examination; technical passport for products; declaration of compliance with the requirements of technical regulations; instructions in Ukrainian on the use and storage of teaching means; methodological support for organizing various types of work in accordance with the primary school curriculum). Frequent changes in regulatory and legal regulations create certain challenges for the pedagogical community. These are: 1) timely response to changes (loss of validity by some documents and acquisition of others); 2) processing of new regulatory documents independently or/and during meetings of the school methodological association of primary school teachers, etc.; 3) coordination of one’s own professional actions with new regulatory and legal support; 4) constant compliance with standardized requirements.
