Abstract
The recent Editorial calls for rules around artificial intelligence in warfare (see Nature 651, 282; 2026). In our view, a clear ethical framework is needed for AI governance in conflicts. We propose the CARE principles — collective benefit, authority to control, responsibility and ethics. Originally developed for Indigenous data governance and subsequently adapted to wartime contexts, CARE brings to the forefront questions of power, control and harm that remain underexplored in current discussions.
